Haryana Launched Voluntary Disclosure Scheme for Power Consumers
- Haryana government launched a Voluntary Disclosure Scheme (VDS) 2016 on November 20, 2016 for declaring tampered or defective meters for all categories of consumers having sanctioned load up to 5 KW.
- The scheme shall remain in operation till December 31, 2016. The cases of such consumers, who voluntarily declare tampering of meter or meter being defective, shall be decided as per the provisions of the scheme.
- The consumers would be charged on nominal consumption basis as per their sanctioned load for last one year on current normal tariff only, instead of twice the tariff along with compounding charges.
- The consumer will have the option to deposit the bill amount in lump-sum or in a maximum of six equal bi-monthly installments payable along with the next 6 bills. In case the consumer opts to pay in lump-sum, additional rebate of 5% will be allowed.

Chhattisgarh became First State to Pass Resolution to Support Demonetisation
- Chhattisgarh became the first State in the country to pass a resolution from its State legislative assembly in support of demonetisation on November 16, 2016.
- It was also announced to exempt PoS from the orbit of Value Added Tax (VAT). The device used for plastic money payment had 14% VAT. Now, there would be full exemption of VAT on the Point on Sale (PoS).
- Chhattisgarh had become the first State to exempt VAT on the PoS.
Jhelum-Tawi Flood Recovery Project Launched
- Jammu and Kashmir Chief Minister Mehbooba Mufti launched the World Bank funded mega $ 250 million Jhelum-Tawi Flood Recovery project on November 15, 2016 which would give a massive push to the reconstruction and rehabilitation of infrastructure post 2014 floods in the State.
- The project was conceptualised and pursued by former Chief Minister Mufti Muhammad Sayced in the aftermath of devastating floods of 2014.
- Sayeed, her father, took over in 2002 as the Chief Minister he rolled out his political and developmental agenda and started working for its implementation and during the same tenure he persuaded and got Asian Development Bank assistance for funding the urban development projects in the Slate and after taking over in 2015 convinced the World Bank to fund reconstruction of critical developmental infrastructure in the State.
Maharashtra became First State to Adopt Fly Ash Utilisation Policy
- Maharashtra became the first State to adopt Fly Ash Utilisation Policy, paving way for prosperity by generating ‘wealth from waste’, and environment protection on November 15, 2016.
- Maharashtra Cabinet approved a policy for 100% use of fly ash generated from thermal pow’er plants and biogas plants for construction activities. This fly ash will be used to make bricks, blocks, tiles, wall panels, cement and other construction material.
12-km Elevated Railway Corridor came up in Guwahati
- Assam government announced an investment of over Rs 5000 crore to construct a 12-km-long elevated railway corridor inside Guwahati, contributing to the smart city project on November 13, 2016.
- The entire corridor between Kamakhya and New Guwahati will be elevated. This will be a Rs 5000-crore project. The Indian Railways will form a joint venture in the form of a special purpose vehicle with the State government to implement the project.
