Sameer Vishnoi: Chhattisgarh Coal Levy Scam
In October of last year, the federal investigation agency launched an investigation after raiding IAS officer Sameer Vishnoi and several businessmen in the state.3
The agency alleges that this investigation is related to a significant scam in which a group of senior bureaucrats, politicians, businessmen, and middlemen were illegally collecting a levy of Rs 25 for every tonne of coal transported in Chhattisgarh.
Several individuals have been arrested in connection with this case, including Chief Minister Bhupesh Baghel’s deputy secretary Saumya Chaurasia, Sameer Vishnoi, coal trader Suryakant Tiwari (who is allegedly the “main kingpin” of the scam), his uncle Laxmikant Tiwari, and another coal businessman Sunil Agrawal.
The ED has claimed that Chaurasia, Vishnoi, and some coal traders linked to them used their relatives to create “benami” assets after the ED attached their properties worth more than Rs 150 crore in December.
According to the agency, a “grand conspiracy” was hatched in the state to perpetrate the coal levy scam, which has allegedly extorted Rs 540 crore over the past two years. The money laundering case arose from a complaint by the Income Tax department following raids in June 2022.
The agency alleges that Suryakant Tiwari was the “main henchman” at the ground level who deployed his employees in various regions to extort money from coal transporters and industrialists.
His team allegedly coordinated with lower-level government functionaries, coal transporters, and representatives of user companies.
The agency alleges that Tiwari’s employees maintained WhatsApp groups and excel sheets of each coal delivery order and the extorted amounts, which were shared with Tiwari.
Tiwari, in turn, allegedly maintained detailed handwritten diaries of the incoming bribe amounts and their utilization for the purchase of benami lands, payment of bribes, and political expenditures.
The ED has stated that the fact that this alleged extortion racket ran uninterrupted without a single FIR and collected around Rs 500 crore in two years clearly indicates that all the accused persons were acting in a concerted manner at the instructions of individuals at the highest level, who had command and control over the state machinery.
