Cabinet gave Nod for Release of Wages to MGNREGA Workers
- The Cabinet Committee on Economic Affairs (CCEA) gave its approval for direct release of wages to workers under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) on August 5, 2015 to ensure better implementation by the States.
- With this move workers are assured of wage payments on the second day of the pay order generation. Earlier, electronic Fund Management System (e-FMS) was implemented, but delays had been recorded in the release of funds to pay workers by the Centre.
- Now, Gram panchayats would be empowered to take up work according to the agreed labour budget without struggling for release of funds. State governments also would be able to spend more time in planning and improving the process efficiency, without the botheration of trying to manage funds for implementation.
Union Cabinet gave Nod to Decentralize Shipment of Cargoes
- The Union Cabinet has given its approval to the ministry of shipping for decentralizing existing chartering arrangements on August 5, 2015 to empower various State government’ departments and public sector undertakings.
- The measure is aimed at helping various State government departments and Public Sector Undertakings in taking quick decisions to efficiently manage their cargo supply and logistic chain operations and add to their competitiveness.
- In this regard, all the central government departments i under them can make their own shipping arrangements of bulk cargo both dry and liquid with having to route their requirement through the ministry of shipping.
Cabinet Approved Proposal to Sign Agreement with UNESCO
- The Union Cabinet, chaired by Prime Minister Narendra Modi, approved a proposal on August 5, 2015 to sign an agreement with UNESCO for establishment of a Centre for World Natural Heritage Management and Training for Asia-Pacific region at the Wildlife Institute of India (WII) in Dehradun as a category-2 centre of the UN body.
- The signing of the pact was mooted by the Environment Ministry and the Centre will provide capacity building support to countries in the region for upkeep of heritage and natural sites inscribed under the World Heritage Convention.
- This is the first time that an existing institute will be accorded recognition by the UNESCO. There are nine category 2 centres related to cultural heritage and the Centre at WII is the first for natural heritage.

Parliament Passed Delhi High Court (Amendment) Bill
- The Delhi High Court (Amendment) Bill, 2015 was adopted by a voice vote by the Lower House, Lok Sabha on August 5, 2015. The Bill seeks to amend the Delhi High Court Act, 1966.
- The Bill will reduce the workload of the Delhi High Court by enhancing the pecuniary jurisdiction of civiT suits from the existing ? 20 lakh to ? 2 crore to the nine district courts in Delhi.
- The Bill was introduced by the UPA government in Rajya Sabha in February, 2014 and referred to the Standing Committee on Law and Personnel, which cleared it.
- The NDA government approved the measure without any changes and the measure was passed by the Upper House in the Budget Session.
Government Signed Peace Deal with Naga Rebel Group NSCN-IM
- To curb insurgency in North-East India, the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) signed a peace deal with the government of India on July 31, 2015.
- The historip pact was inked at the official residence of Prime Minister Narendra Modi in New Delhi.
- The signing of the pact is the culmination of over 80 rounds of negotiations that spanned 16 years with first breakthrough in 1997 when ceasefire agreement was sealed. Many rounds of talks had taken place but peace had not dawned upon the State.
- There is another faction of NSCN-IM led by SS Khaplang continues to indulge in violence and was believed to be behind the deadly attack on army in Manipur in June that left 18 soldiers dead and 18 injured.
