As a senior, he led his team to a record of 27–7 and a title in their district, earning him a spot on the first team of all-district honorees. Additionally, Finnegan was a participant in the HABCA All-Star Game.

Finnegan decided to further his education at Texas State University. In his first year of college baseball, he had a record of 0 wins and 0 losses, an earned run average (ERA) of 6.97, and he struck out four hitters in 10 and third innings of work.

When he made his lone start of the season against Prairie View A&M, he won the victory, and when he came in relief against McNeese State, he went three innings without allowing a run.

During his sophomore year, Finnegan participated in 15 games, with 14 of those games being starts. Both against UT Arlington and Texas A&M-Corpus Christi, he pitched eight innings, which was a career-high for him.

After the season was over, he pitched 93 and one-third innings, finishing with an earned run average of 3.28, held his opponents to an average of just.242, and struck out 75 hitters while walking only 26.

  • During the Major League Baseball draft in 2013, the Oakland Athletics selected Finnegan in the sixth round (191st overall).
  • He finished the 2014 season with a record of 7–9, a 3.69 earned run average, and 55 strikeouts while pitching for Beloit.
  • After that, Finnegan was selected to be the starting pitcher for the west squad in the 2014 Midwest League All-Star Game. He went on to get the victory after pitching one inning during which there were no runs scored.
  • After being elevated to the Double-A level in the Texas League with the Midland RockHounds, he started the season with a record of 0–1 and an earned run average of 11.81.
